No, even if you upload 5 seconds of a copyrighted song,
it's still copyrighted. The 30-seconds rule is for TV/radio
programs who are not subject to ';royalties'; if they were
to use part of a song or copyrighted music when they're
introducing a guest or going into (or out of) commercials.
(Think of the David Letterman or Craig Ferguson shows).
Then again, the stations and networks pay huge dollars
in order to get a broadcast licence.
You can try uploading less than 30 seconds -- and then
see what happens. Some record companies really don't

Yes, it is. However, make sure you cite anything you use. also, some companies make it illegal to use them in youtube and they might mute the audio on the vid if it is (wgm is a bug company that wont let there tracks be used on youtube
